The business centre of Sooke falls within the incorporated municipality that is the District of Sooke, governed by a Mayor and six Councillors. Beyond the municipal boundaries, Sooke is surrounded by the areas of East Sooke, Otter Point, Shirley and Jordan River, with Port Renfrew further west. More rural, these areas form the bulk of the Juan de Fuca Electoral Area of the Capital Regional District, and are governed by a Regional Director.
Before the successful vote to incorporate the central area in 1999, the entire southwest coastal region was served by a Regional Director, with board meetings at CRD headquarters in Victoria.
An early initiative of the new Sooke Council in 2000 was to establish a sewer service area. This led to heightened development, and in 2008 to a municipal population of approximately 10,000, with an additional 4,000 in the EA.;
